Plumbing in California: What Differs by City

All California cities use the California Plumbing Code, and plumbers are licensed by the state. Permits come from each city's building department.

One state rule applies everywhere. A new water heater must be strapped or braced against earthquakes.

Water hardness is the biggest difference between cities. Southern California water is mostly hard. San Diego averages about 16 grains per gallon, and Los Angeles runs from about 9 to 16.

Northern California water is often soft. Oakland and Berkeley get Sierra snowmelt at 1 to 7 grains. Sacramento averages about 2 to 5.

Cities that pump from wells vary the most. In San Jose, Bakersfield and Lodi, hardness depends on which wells serve your street.

Home age matters too. San Francisco, Oakland and Long Beach have many older homes with galvanized pipe and old sewer lines.

Most homes in the Central Valley and the Inland Empire sit on concrete slabs. There, slab leaks and water heaters are the usual calls. Fresno, Stockton and Moreno Valley are typical.

A few places get hard freezes. South Lake Tahoe freezes every winter. Palmdale and Lancaster get cold nights in the high desert.

Many cities have more than one water provider. Fontana has 5 and Thousand Oaks has 4. Your water bill names yours.

Some cities make permits easy. Fremont, Sunnyvale and Santa Clarita issue water heater permits online. Berkeley needs a sewer line check before a home is sold.
